What Illinois fleets should know before they build.
Open
ComEd Business & Public Sector Make-Ready rebates
Part of ComEd's $168 million 2026–2028 Beneficial Electrification Plan, with about $29 million in 2026 for make-ready site costs.
With CaaS: Make-ready rebates still leave design, permits and construction to you. CaaS charges the fleet while that project moves through.
Open
ComEd Business & Public Sector EV Purchase rebates
About $35 million in 2026 for the purchase or lease of new and pre-owned fleet EVs of all weight classes.
With CaaS: Pair the vehicle rebate with CaaS and neither the trucks nor the chargers require a large upfront check.
Federal credits
Closed to new sites
Federal 30C charger tax credit
Under the One Big Beautiful Bill Act, the 30C credit only applies to charging property placed in service by June 30, 2026.
With CaaS: With the credit gone for new sites, owning chargers now carries the full equipment cost. Under CaaS there is no equipment to buy.
Closed to new sites
Federal 45W commercial clean vehicle credit
The 45W credit required vehicles to be acquired by September 30, 2025.
With CaaS: Vehicle economics now rest on state programs, which makes a predictable charging rate more important to the business case.

FAQ
Illinois Charging-as-a-Service questions.
Where is Charging-as-a-Service available in Illinois?
Chicago, Evanston, Wilmette, Winnetka, Highland Park, Lake Forest, Oak Park. Each city page lists the ZIP codes we cover. 20 ZIP codes in total across Chicago and the North Shore.
Which utilities serve these Illinois sites?
ComEd; Winnetka Electric (village-owned). CaaS works the same in every territory because the blocks connect to the service you have, or run without one.
Is Charging-as-a-Service cheaper than building chargers in Illinois?
It depends on fleet size, daily energy and how long you'll stay at the site. CaaS removes the upfront equipment and construction cost and turns charging into a per-kWh or per-dispenser rate. The Site Power Plan shows both paths for your address.
What happens to CaaS if we later build a permanent depot?
Exit and relocation terms are set in your agreement. Most fleets keep running on CaaS until the permanent site is energized, then the blocks move or stay as backup.
